The 40 acre development included a 216 unit high end residential condominium complex, 3 acre park with bike paths and pedestrian amenities served by a Bank, Hotel, Restaurants, and a variety of small retail shops fronting a 180,000 SF Retail Anchor. The project created a downtown “Main Street” in an area of depressed commercial/industrial land located on Hwy 29 at the gateway to Napa County. PACLAND was the lead consultant on Napa Junction phase two with services that included, site planning, entitlements, stormwater management, landscape architecture, transportation engineering for Caltrans improvements, permitting, and site construction administrative support. The project was challenged by an extensive stormwater management system requiring an onsite storm detention pond with bio filtration for water quality treatment prior to offsite discharge. Extensive land use entitlements required expertise with the California Environmental Quality Act, as related to Environmental Impact Review for final considerations of approval. The project required expedited jurisdictional coordination necessary for utility infrastructure to serve site and state highway improvements including widening and signalization for project areas.
